This tool will allow you to set up your Outlook account on Windows, easily.
Go to http://tools.google.com/dlpage/gappssync
Click "Download Google Apps Sync"
A dialogue box may pop up and ask for permission to download. Click "Yes".
The download after you click Yes can take a few minutes to process.
You will need to Restart your computer before the installation can continue.
After the computer restarts go to the Google Apps Sync Site listed above again, and click to run the installer.
Another dialogue box will pop up and ask for you to sign in with your Google email and password.
Enter your Google email address, and make sure that the Remember Me box is checked.
Select Continue, if your default web browser doesn't automatically open.
Enter your OC Network Username and Password.
Select Log In.
Select Allow access on the first page after you log in.
Select the Google Apps Sync icon off of the tool bar.
On the next screen, just click "Create profile".
You do not want to select Import data or Send crash reports.
Select "Start Microsoft Outlook".
When Outlook opens, select the new Gmail address that will now be the default the next time you open Outlook, and then click "OK".
The sync screen will appear, and take a few minutes to update.
To keep this window from coming up every time you open Outlook click the box next to Open this window when Microsoft Outlook starts.
When the syncs have completed, click Close.
